Is "decommission" a strict military word or can I use it in non-military contexts?

I have a question about the word "decommission". It means about the same as "take out of service" but my question is whether this is only a military expression or if I can use it when I speak about civil things like merchant vessels?

the meaning "to withdraw from active service" could apply to any ship, so also merchant vessels
